Windows 10 BootCamp overglocking

Im here with my MacBook pro retina 15 inches. GPU is intel iris pro graphics 5200 and CPU is intel i7-4750HQ 2GHz. I have trying to check if it is possible to overclock one of these but have found nothing useful. I have searched through apples sites from macbook pro section there it says that (example) the CPU´s is 2.2GHz (turbo boost up to 3.0GHz). Is the turbo boost already enabled or you have to do it by yourself. At the moment im on windows 10 via BootCamp is it wise to put "processor graphics ratio limit" about 10% up or is it going to do any damage to this computer or can any other bad stuff happen?

But still i haven´t got answer to one question.

When you go watch macbooks online there are their technical information.

It says that "2.2, 2.5, or 2.7GHz quad-core intel core i7 processor turbo boost up to 4.0GHz" but what that turbo boost means? Is the processors already turbo boosted up to max or you have to do it by yourself.
