Q: Deleted photos still on icloud

I Delete photos periodically off my iPhone that i no longer want. But when my iCloud storage was almost full i researched to figure out how. I went on iCloud.com and there are "deleted" photos still ok iCloud? I verified recent back up was just few days before so they should have been gone. Why didn't they come out of iCloud?

iPhone 5s, iOS 9.2

Are they in the Recently Deleted album? If so, select them and delete them. If they aren't in Recently Deleted, click Select Photos, click the first photo, then select the last photo while holding down the shift key, then click the Trash can.

thank u Eric. But I had deleted everything. And it had been backed up after also.

No I was referring to the deleted folder. u had mentioned to delete pics in the deleted folder, but I didn't have anything in there because I had already deleted them.

Eric, I appreciate your help, but I'm not trying to figure out HOW to remove my pics from icloud, I'm trying to figure out WHY photos I deleted off my phone are atill on ickoud? shouldny they have been gone off iCloud?
