    If the photos are in iCloud Photo Library you can turn on Photos > Preferences > iCloud (at top of the Preferences) window > iCloud Photo Library. Note that will sync in both directions -- whatever is in your iCloud Photo Library will sync to your MacBook but also whatever is in the Photos app on your MacBook will sync to iCloud and to any other device where you have iCloud Photo Library turned on.

    If that isn't what you want, another option would be to log in to https://www.icloud.com/ and go to the Photos app there and click "Select Photos" and then click Download after selecting the photos.

    Once I'm in Icloud photos, can I select all photos?

    There may be another way, but one option is to select the first one, scroll to the last one and then hold down the shift key while selecting the last one. That will select all.
