Q: previous owner did not sign out in icloud

update the whatsapp in my secondhand iphone but the iphone said " enter the apple id password for the previous owner..

any suggestion how to settle this

You need to contact the seller and ask him to remove this iPhone from his list of devices. Otherwise, your iPhone will be a useless brick.
