The situation is as you describe: the feed appears to be OK and episode 31 is there. I can only conclude that it's another of the Store's interesting little glitches - this sort of thing isn't unknown. It will probably sort itself out the next time the Store checks the feed - give it a couple of days. If it doesn't you could try contacting Support, though I don't know how helpful they can be on this. Go to https://itunespartner.apple.com/en/podcasts/overview and click the 'Contact Us' link at the bottom of the page.
