Q: How can I update my desktop Notes App on my Mac after the fact?

When I upgraded to El Capitan a while back, and was given the option to upgrade Notes when first opening the app, I chose not to update at the time. Now I want to update Notes and can't figure out how. There doesn't seem to be an upgrade option within the desktop Notes App like there is in the iOS version. I easily upgraded my iOS version on my phone today but just can't seem to figure out how to upgrade the desktop version. Any help is greatly appreciated.

OMG, I'm embarrassed beyond belief. You are completely right. Life swept me away and somehow I fabricated the belief I had already upgraded.

I don't believe that you actually have to tell El Cap to upgrade Notes. Do your Notes on El Cap look like this (with the set of tools that I have put the rectangle around):

If so, then they are up to date....

No, unfortunately your's is the updated Notes 4. I still have Notes 3.3. Here is what mine looks like. I'm running OS X 10.10.5

So, that is the problem. You are still running Yosemite. You need El Capitan to run the new Notes on a Mac.
