I understand that you are able to see all of your photos on your Windows computer, but your videos don’t seem to be syncing to the computer.
From your description, it sounds like you are using My Photo Stream to see your pictures on the computer. My Photo Stream only works with photos, not videos and this would explain why you do not see them.

Which photo formats can I use with My Photo Stream?
My Photo Stream supports JPEG, TIFF, PNG, and most RAW photo formats. My Photo Stream doesn't work with video.
The reason you are able to see these videos on the iCloud website is because you are using iCloud Photo Library as well. iCloud Photo Library does sync your photos and videos across your devices, but is not available on a Windows computer.
How does My Photo Stream work with iCloud Photo Library?
My Photo Stream uploads your most recent photos so you can view and import them to all of your devices. Photos are stored in My Photo Stream for 30 days. iCloud Photo Library uploads all of your photos and videos to iCloud and keeps them up to date across your devices. Once you turn on iCloud Photo Library on your device, any photos you add to My Photo Stream from other devices will appear in the All Photos tab in the Photos app, and organized in Moments, Collections, and Years.

What do I need to use iCloud Photo Library?
You need an Apple ID, a device with the most recent version of iOS or OS X, and enough storage in iCloud to save your photos.
To ensure that all of your photos and videos are imported and stored on your Windows computer, I would suggest importing all of that content from your iPhone to your computer using the instructions from the next article.
