Swipe up from the bottom of the screen to bring up control center. Then tap the icon that looks like a lock inside of a circular arrow. https://support.apple.com/en-us/HT204547

I had the same problem with my 6s ad was searching like crazy thru settings!! Thanks so much for this tip! I'm so happy to have the rotate function back!
