It's in the application's Help menu. There is no manual, at least not from Apple.

There is no manuals by Apple, only the online Help that Kappy and tt2 pointed out, http://help.apple.com/garageband/mac/10.0/
but you may want to check out the Bullets&Bones FAQ, it has GarageBand 10 tutorial videos: http://www.bulletsandbones.com/GB/GBFAQ.html
