Q: Apple Remote Desktop no longer works after upgrading to El Capitan on two Mac minis

I have two Mac minis that I just upgraded to El Capitan - both are headless so I use Apple Remote Desktop to manage them - after the upgrade I can't control either mini.  I can observe both, but not control.  I can guarantee it's the OS because I did a wipe and install on both and both exhibit the same problem.

Any suggestions?

Mac mini (Late 2012), OS X El Capitan (10.11.3)

You should be tried to disable rootless on OS X El Capitan. Before you install client software.

Follow these steps I'm sure you can install client software on your iMac

    1st: Restart your Mac.
2rd: Hold command + R until you come to the recovery mode.

3nd: Open terminal and type " csrutil disable" to disable rootless mode.

4th: Reboot your mac and install client software without the warning.

    Good luck, Guys

Other than disabling SIP (aka rootless mode), that did nothing to solve the problem.  I can still view the login screen but I cannot remote control either machine.

Did you check to see if the user settings still allow control in the Remote Management Pref Pane?
