Note: iOS 9. any help? more

Sign out of iCloud
Reboot the phone
Then sign back into iCloud and Find iPhone

Once you do that and set it up as new - what error message do you get?
If you get an error when trying to activate iMessage or FaceTime - Apple Support

So I also did email to Cellcard support for the problem, and what they replied has nothing difference from Apple.
here is the quoted message "
Thank you for getting back to us. As we have checked internally with our technical team, Facetime and iMessage should be configured on your phone. To activate Facetime and iMessage, we suggest you to register through email address not by number. And please make sure that your date & time settings are in proper order. If the date & time is set to automatic, make sure the time zone is rightly selected and the time displayed is correct. Upon successfully activation of your Facetime and iMessage, please sign-out Apple ID / sign-in. However, if your setting is correct and your issue is still persisted, we ask you to visit our office personally to check with our agents in case they can help you but we can’t insure you 100% that our agents can get it worked."
however, it still not work until I'm coming back apple again

Mar 6, 2016 12:37 PM in response to chanvorleak.chamroeunby ManSinha,As you know iMessage and FaceTime make a call to Apple servers for the activation - if your carrier is blocking those calls (they are international calls and should be free to you) - then your apps cannot be activated
Have you tried to go to their office as suggested?

So I proved the email conversation as suggested to meet them for fixing the problem si iMessage and FaceTime used to be working properly. So they did fix, Even though, I don't see the word "waiting for activation or unsuccesfully activation" anymore yet my phone number still not be activated with iMessage and FaceTime
