Why does my iPadd fail to display Apple's default Camera and App Store icons?

PROBLEM: Why does my iPadd fail to display Apple's default Camera and App Store icons? This prevents me from using either.

In addition, I think that this is preventing me from using the ingame store in the game app: Star Trek Timelines.

SYMPTOM: I wiped the memory and then retrieved a previous saved backup; Yet the apps still fail to display. Though it did redownload the apps the backup save implanted.
