This is on an iOS device ?

All apps are tied to the account that bought/downloaded them from the store. If you want the Numbers app to be linked to your new iTunes account you will have to delete the app from your device (after taking copies of any documents that you want to keep), and buy and download it on your new account.

Or can you get access to your old account so that you can continue to update it with the old account ?

My laptop is a hand me down at work. The guy that had it left the company, but did a personal PW with our corporate email. He wasn't that smart, and the tech guy let him do it. I don't want to buy again something my company already owns. I'm trying to get his PW, but the license should travel with the machine. I just need to open one stupid file and transfer to excel.

What can I do?
