All that stated, another alternative to the iPhone and iPad would be the latest iPod Touch 6th generation,
The iPod Touch 6th gen., also, has a 8 megapixel camera, but the also, has a one built-in LED flash on the rear facing camera making the iPod Touch 6th gen the best iPhone substitute for taking photos/images and video at nearly half the pricing of the new iPhones.
Having the built-in LED flash makes all the difference in shooting videos, photos/images.
The iPod Touch is, pretty much, an iPhone without the phone part.
What you don't get with the iPod Touch 6th gen is no larger screens, no, 12 MP camera, no 5 megapixel front facing cameras ( I wish Apple would have put the 5 MP front facing camera on the iPad Pro) no touch ID which means no Apple Pay, either, no dual built-in LED flashes, no quick look functionality in iOS 9.
Other than these omissions, the new iPod Touch 6th generation is a very capable iPod for taking images and videos and cheaper than a full blown iPhone.

What's best is relative to your expectations. Only you can decide. It's a matter of opinion.
Having said that, MY opinion is that no iPad should be used for recording movies and taking pictures. The cameras are not good enough. Use an iPhone or digital camera / camcorder if you to do movies.
Speaking as someone who does use iPads to shoot video and photos, the cameras in iPads ARE certainly good enough, especially the current 8 megapixel versions in all the current iDevices.
I like using the iPads larger screen to take videos and images. Holding my iPad with two hands, I can get much better and smoother panning, zooming movements.
The one and only issue with taking video and photos with iPads is that no iPad cameras have a built-in flash to help in varying and low light conditions to reliably take consistently good photos and videos.
I have taken enough photos and videos outdoors during the day with my iPads to where even on a cloudy day, photos and videos come out pretty well.
There is a lot more light outdoors.
If there is enough indoor light and sun, you can take indoor photos and videos with an iPad, but lighting and entering sunlight has to be pretty good during the day and at night, indoors (without no built-in flash), you really need fairly brightly lit rooms.
When shooting video, especially indoors, it is best to shoot a short test clip in the environment you're in to see if there is suitable light for shooting a video and there is satisfactory light for taking photos/images.
Images taken on an iPad can be edited for exposure and saturation as long as there is enough light to capture enough data using the rear facing 8 megapixel camera to give good editing results.
Shooting video in lower light conditions is harder to edit later for exposure.
Shooting video and taking photos/images CAN be done with any iPad later than the iPad 2 which has very terrible resolution cameras on both front and back (0.5 MP front FaceTime camera, 2 MP rear facing camera).
If you want the more compactness and lighter weight, similar to using an iPhone, but want a larger screen to work with, the iPad Mini 4 would be a good choice.
Don't ever use the front facing FaceTime cameras on iPads for making video or using for taking photos/images.
All iPad years and models have been stuck with a very poor 1.2 megapixel front facing camera.
Good enough for Facetime video calls, horrible for any other image capturing.

I've just purchased two iPad mini 4's in the past month (upgraded from two iPad mini 2s) and the camera is more than adequate as long as you don't expect very good results in low lighting situations. The mini 4 is small and light enough to be a pleasure to use without the added size & weight of the iPad Air 2 (or any larger iPad). Definitely check it out and compare it to the larger iPads.
