Librarian needs help

On my 2011 Mac Mini (OSX El Capitan) I seem to have two photo libraries --

Finder shows entries for ----- iPhoto Library.photolibrary and Photos Library.photoslibrary

Both have different pictures in these libraries - what are they for, and can I amalgamate the content into one library, ? - probably the one accessible from my Apple TV, and/or my iPad.

Mac mini, OS X El Capitan (10.11), iPad Mini , iPhone 5c, Watch

Yosemite version 10.10.3 added Photos which Apple intended to replace iPhoto. When yo first opened the Photos, Photos accesses the iPhoto library and copies photos over to the new Photos Library.

After the initial copying Photos no longer copies any new photos you added to iPhoto to Photos.

After photos are copied to Photos yo can delete the iPhoto library.
