I live in CHINA and I want add my Union Pay Card to Apple Pay. But when I oprn Wallet App I only see the option of Passes only. I could not find the option of add bank card in wallet.

With that said, the Region in the iPhone must be set to a Region that supports Apple Pay. i.e China.
Settings->General->Language & Region->Region Formats->Region
Interesting, as the document I linked from does not mention China. But, then, it wouldn't be the first time that two different support documents were in conflict.
In checking a little further, I see the Apple Press Release is dated December 18, 2015, and the date on the support document is December 8, which could very well explain the conflict.
I had to set region to China to get the option to add card up. I still get problem when trying ot add my BOC card though...
It seems some articles have not been updated.
