Downloading 10.9 and newer updates
I have a VM running el capitan with the Server app installed and I'm wondering if theres a way to download 10.9 and newer updates as opposed to downloading everything.

I'm not sure what you are asking. Do you want to just obtain a client installer or client and server? There is only one client upgrade available - El Capitan. You can download it for free from the App Store. The Server component is also available from the App Store, but it is not free.
Sorry about that. My VM is Running the most up to date version of El Capitan with the Server app installed. I want to set it up as an Apple SUS and i was wondering if there was a way to only download everything from 10.9 and newer. The updates list has populated and theres stuff from 2005 which is obsolete to our network.

I've seen those links before and its not what I'm asking. I have limited disk space and don't want any obsolete updates. everyone is running at least 10.9 and I'm trying to get them to 10.11.3 since they dont have internet access.
I'm sorry but I don't think I can help further. I'm a bit out of my area of expertise.
There are two options.
First it is possible to configure the SUS module to default to downloading nothing, you would then manually enable those updates you want and it would then download just those.
Second, you might be able to edit the catalogues that SUS is monitoring and thereby get it to only monitor 10.9 and later catalogues. The following are the list of catalogues.

I have never tried this second approach myself I have them all enabled, as you can see the last three cover Mavericks and later.
I think the file that you would need to modify is /Library/Server/Software Update/Config/swupd.plist but remember I have not tried this myself.
