How to restore removed device from account without the device?

My iPhone was stolen. I had "Find my iPhone" enabled, but device was offline all the time since the theft. I've locked it and scheduled for erase from icloud web page. My phone had a code password on it. Somehow, "new owners" accessed my e-mail account without changing password for it and used it to change password for my apple id (Is it even possible on locked device?). Then they've remove my phone from my devices, so I no longer can track it with "Find my iPhone".

So the question is, is there any way to add device back to account and at least make sure it is properly erased?

Not sure what situation you are describing, but if the device had a pending command to Erase, then you wouldn't be able to track it anyway. And you also cannot track it when it is Offline.

Very hazy on what it is you are describing? If you think your Apple ID was hacked, have you contacted Apple? That is what you need to do next.
