can't sync photo use itunes
After updated the iOS 9.2.1 my iphone 5S and ipad 4 can't sync the import photo

Do you mean, you are trying to sync photos to your mobile devices using iTunes, as described here?

What happens when you try? You can no longer sync photos to your mobile devices using iTunes, if you enabled iCloud Photo Library in the Settings > iCloud on your devices. Then you have to use iCloud Photo Library to upload the photos to devices.
