How to unlock an iPhone 3GS without a SIM card?

I bought a really cheap iPhone 3GS with 32 gigs of storage. I got it for playing music in my car. I don't intend to actually use it as a phone. When I first got the phone I was able to access the main menu and use the phone (except for calling). I reset it just to be safe, and now I can't "activate" it without a sim card. Is there anyway to activate it and use it without a sim card?

You cannot activate an iPhone without a sim. The sim does not have to be

associated with an active cellular account; however, if the iPhone is locked to a

particular wireless provider, the sim must be from that wireless provider.
