I understand you are experiencing an issue using Home Sharing and your Apple TV. I would start with making sure iTunes and your Apple TV are on the most current version available. If they are on the current version, try going through the troubleshooting steps outlined below.
Check for software updates
- Install any available updates for your Mac or PC.
- Make sure any computers used for Home Sharing have the latest version of iTunes.
- Check that your iPhone, iPad, or iPod touch has the latest version of iOS.
Home Sharing for Music isn't available in iOS 8.4 and iOS 8.4.1. Update to iOS 9.
Check your network connection
For Home Sharing, all of your devices need to be on the same home network.
- If you have more than one router, make sure that all of your devices are connected to the same router.
- If you use a Virtual Private Network (VPN), keep all devices on that VPN, or disconnect all devices from the VPN.
- If you have a guest network, make sure that all of your devices are on the same guest network.
Restart and update your router
- Turn off your router, then turn it back on. Check the router's manual for help.
- If you're using an AirPort or Time Capsule, check for firmware updates. If you're using a different router, contact the manufacturer for help.
While your router is off, you won't be able to use Internet services like Voice over IP (VoIP) for phone calls, and you might need to reset your other routers.
Check settings for ports and firewalls
- If you're using a Mac, go to System Preferences > Security & Privacy and select Firewall. If your firewall is blocking all incoming connections or allowing only essential services, click Firewall Options and edit your settings.
- If you're using a PC, or you have another firewall set up on your computer or router, make sure TCP port 3689 and UDP port 5342 aren't closed or blocked. Get help with third-party security software.
- Try to stream your shared iTunes content from a different computer, or to a different device.
- Try to connect your devices to a different home network.
- Contact your Internet service provider or router manufacturer for help.

Sorry it has taken me so long to respond, but I was away for the set-up...
Thanks for the help thus far, but this does not seem to have worked...I'll go into more detail...
The PC is running Windows 7 (Home) and is fully updated. The iTunes is fully updated also. We have music, movies and TV shows in the library (ripped from my personal disks). iTunes is logged into my friend's account, which is attached to the Apple Store in Kyrgyzstan; I tried changing the location to Australia, but her account is locked into Kyrgyzstan for some reason (where we are located). The PC is running Trend Micro Maximum Protection; I tried switching this off, but it made no difference. iTunes has been Authorised on this PC and Home Sharing switched on.
The router is a simple Wi-Fi router with four LAN connectors; the PC and the AppleTV are connected directly into this router, as well as the Internet Modem on the "5th plug".
The AppleTV is a 720p version (I upgraded my main unit at home to a 1080p version). It worked fine for us at home when we used it. As mentioned above, it is connected to the router via a direct LAN cable. I have entered my friend's account details and set the location to Kyrgyzstan. I have activated Home Sharing. The AppleTV can tell if iTunes is running or not on the PC, because it comes up with the appropriate messages on the AppleTV. The connection to the Internet is confirmed because it logs in (when I logged in as my Australian account, it downloaded the metadata for the available movies etc.). I have tried to update the software on the AppleTV several times, logged in both as my friend and as myself, but it fails every time.
It is obvious that the AppleTV communicates with the Internet and the PC, and even registers that iTunes is running on the PC...however...it will not access the library in iTunes and will not update the software on the AppleTV.
Any assistance would be greatly appreciated.

if the software is out of date that could explain why home share is not working...
