iPod shuffle (4th generation): Not seen in iTunes - Apple Support
If you are getting it to charge, that may not be the problem, but it's possible it can charge while not connecting if the plug is not properly aligned with the connection points in the headphones jack.
If that's not the problem, when you connect it, watch the shuffle's light. Does it blink or is it solid (ON and not blinking)? Blinking means Do no disconnect - Eject iPod before disconnecting. That means there is a data connection. If the light is solid, the iPod is treating the connection as power-only (like connecting it to a USB power adapter).

Mar 8, 2016 7:00 PM in response to Kenichi Watanabeby anything_1987,the jack is fully plugged into the headphone port. when you plug the cable into the computer the light is solid green (no blinking). I also have the shuffle switched on when it is connected to the computer. I have tried it both switched on and off and same issue. this is the replacement shuffle that apple sent. they replaced it under warranty and the new one is doing the same thing as the original one did.

Mar 8, 2016 7:56 PM in response to anything_1987by Kenichi Watanabe,If the shuffle's light is solid (not blinking), the shuffle is not making a data connection to the PC for some reason. The power switch setting should not matter, but for testing purposes, it is better to be in the OFF position.
As a test, shut down the computer and disconnect all USB devices. You can leave standard USB keyboard/mouse connected, if used. Start up the computer, run iTunes, and connect iPod to a direct USB port on the computer, by itself. Is there any difference when the iPod is the only connected USB device?
As another test, do you happen to own a USB hub that is self-powered? That is, one that has its own power supply that plugs into power outlet instead of drawing power from the USB port. If you do, connect the UBS hub to computer and connect shuffle to the hub. It would better if this hub is an older one with USB 2.0 (not 3.0).

Mar 9, 2016 9:24 AM in response to Kenichi Watanabeby anything_1987,Yes I did all that and still nothing. I also do own a usb power hub and tried that and even that did not work. I beginning to think that I just wasted 53$ on a device that I will not be able to use. oh well. lesson learned.
