iphone 4s accout icloud disabled for security

hy .. i have an icloud account .. i have a password and secret questions, IMEI iphone, and all details about it .. but no can login in icloud account and now say" icloud account is disabled " i try to reset password i anuswered to secret question after this ..again say account disabled .. please help me to enable this account because no can use my iphone ..i send you all details about this if you can help me.
