You don't, you need to activate your phone first, and then you will see the page to activate siri.

If you mean you want to access Siri from the lock screen, I believe there is an option to enable that in:

Settings > General > Siri

Actually, the setting I was thinking of is in:

Settings > Touch ID > (enter passcode)

and you will see an option for allowing Siri from the lock screen at the bottom.
