For password-protected RSS feeds, does the app allow you to download the associated Podcast files? Obviously, one can subscribe to the password-protected feed and stream the podcasts, but I'm running into an issue where I cannot download them to my iOS device in both iOS 8 and iOS 9.

Confirmation that this doesn't work for other users would be just as helpful. Don't really need an official response from Apple on this. Although, it is interesting this works fine in iTunes, but not in the iOS Podcast app...
I'd bet you've moved on already and found a non-Apple solution, but I thought I'd chime in anyway. I also have a similar problem to what you describe, though I can only see a password-protected feed. I can neither stream, nor download anything in it. It never prompts for a password and trying to pass the login info through the url doesn't seem to work either. Its frustrating to say the least.
I've noticed that the passage you quoted from the Podcasts app page no longer seems to be there. I guess that's one way to fix it.
