Smart playlist downloaded to phone not getting updated

Smart playlist of songs rated 4 or 5 is downloaded to the phone.

I updated iTunes and more 4&5 rated songs are added to the playlist.

iTunes library is updated to the cloud.

The smart playlist on the phone doesn't reflect those additions.
