If you are the original owner of the macbook air you should be able to go to the App Store purchases tab and re-download iMovie fro free, provided you are logged in using the same Apple ID.  If you are not the original owner you will have to purchase it in order to associate it with your Apple ID.

I am the original owner, but it still wants me to pay.  I just got it Monday and iMovie hasn't updated because it thinks I don't own it.  I deleted in hopes it would fix the problem.  I do have a family shared setting on iTunes. Maybe there is an issue with it. I also have another Mac at work that I synced my iCloud with.

It is just possible that you purchase is hidden.  See: Hide and unhide purchases in the Mac App Store - Apple Support for how to unhide.

If you deleted the application before associating your new mac with your Apple ID then you will have to contact Apple on how to get it back.

I had to call Apple support. There was a problem with my iTunes account because it wasn't showing that I owned iMovie. Thanks for your posts.
