First thing to do is to verify your payment settings. Is this a new account or have you changed your card or ID?
Double check the details you are entering. Are you using a debit card.
It is not new, but it has been a long time since Iʻve made purchases with the card. I bought a couple things in the past couple days but the third time it got kicked back like this.
