Q: My cpu percentage never exceeds 37 % for the user

you have a quad core (no multi thread) i5 running at 2.9GHz.
I just ran a test scene in Blender on my Dual Quad Xeon, this should be 8 cores/16 multithreads on a cycles render where the CPU is pegged, and here's what I see on the activity monitor.
Where is your CPU load sitting when you are testing?
