Q: iMessage Activation.. ERROR

I am receiving IMessage Activation (an error occurred during activation. Try Again. I have tried multiple time, hard reset,checked time zone, wifi etc & still nothing... anyone?

iPad 2 Wi-Fi, iOS 9.2.1
