Q: IPhone 4S Blocked

my iPhone 4S is playing the following message:

" Iphone is deactivated . Connect to iTunes."

And it can not be seen when plugged on a computer. It allows only an emergency call

iPhone 4S, iOS 8.1, 16 Gb
