Q: The podcast is not included in the iTunes Store podcast directory. The podcast contains explicit content but the explicit tag is not set to yes, explicit, or true.

I'm getting this message in iTunes Connect, but this is clearly set in the xml:

Is this a bug?

I can find nothing wrong with the 'itunes:explicit' tags - the feed validates in three separate online validators (though I couldn't check it in Apple's own validator as 'the feed has already been submitted' (that's an old bug they really ought to have got rid of by now).

So I can only suggest you approach Support. Go to https://itunespartner.apple.com/en/podcasts/overview and click the 'Contact Us' link at the bottom of the page.
