iPad, iOS 9.2.1
Go to Settings > General > Restrictions and see if Accounts (in the 'Allow Changes' section) is currently set to 'Don't Allow Changes' - if it is then change it to 'Allow Changes'
If somebody's else account is logged into Settings > iCloud and Find My iPad is enabled you will have to contact him/her and ask them to log out (Turn off Find My iPhone Activation Lock - Apple Support)
It looks like our IT Department has intentionally locked us out of App Store, since these iPads are used by our students. The Restrictions menu items are all grayed out, as is the iCloud settings.

it happened the same to me, the apple id is grayed and i cant access my account or change my payment method.
its frustrating as i cant download apps...

Do you have them restricted via Settings > General > Restrictions > Accounts (in the 'Allow Changes' section) set to 'Don't Allow Changes'
