I noticed a storage fee for iCloud, I don't remember ordering this. Would Apple bill me for this if I didn't order?

I noticed a storage fee for an upgrade for iCloud. Would Apple just assign me more storage with the fee, without authorization?

Where did you notice this?

iCloud can be upgraded to paid storage amounts. You get 5GB Free, and from there you get paid sizes from 50GB all the way to 1TB

If iCloud was upgraded you will be charged, however, the charge should happen immediately when it was upgraded, and would have charged either the associated Credit Card or if there was enough credit available in the account it would get deducted from it.

You can downgrade back to the free 5GB if required:
