Depending on your location, there may or may not be an official retail Apple
Store with genius; you may find an authorized Apple service repair provider
who has access to the correct parts and know-how, who can test & fix it.
Independent repair locations may be adequate, when there's nothing else.
However items under warranty may be compromised in certain instances.
You may have to attempt to access or reset the iPad in conjunction with computer.
Several ideas and repeated ones occur with use of search engine; word order and
content vary the results. Not all are valid choices, some may result in worse issues.

Another reset may involve totally re-setting it as though you were to sell or give away.
Be sure you have an adequate backup of the contents elsewhere, always.
