When trying to send an mp3 file from my macbook pro (el capitan) to my iPhone 6S+ via AirDrop, the only options to allow reception of said files are iTunes U and iMovie. Why no iTunes option?

Are you using the "SHARE option? That will have a list of defined "receivers"

I get the same thing when I drag 'n drop. File starts to send, phone rings with a notification saying I have to open either iMovie or iTunes U to receive the file...

iTunes on your Phone is just the storefront. It is not a app you can add files to.
To the best of my knowledge, the only way to get files into the Music app on your iPhone is by syncing to iTunes on your computer or purchasing from the iTunes Store
