If the device is stolen, if you have a passcode on the device, then the thief cannot access the data. If you have Find My iPhone activated and the device is turned on and connected to the internet, you can track it with iCloud. If the thief attempts to restore the device, he will be unable to due to Activation Lock and Find my iPhone.
Switching it off will only disable the ability to track it.

Apple will not track your device, and generally, neither will the police. You are the only one that can track your device. If it is turned off, then it cannot be tracked. Even if Apple or the police tracked phones, they couldn't track it if it was turned off.

And if you had one of the other devices you mentioned, you couldn't even do that. Theft is something that happens, but taking it out on us isn't going to change what happened, or what can be done.
