my ipad air is clogged up with apps I've deleted, would factory settings and creating new icloud account free up space, wud I have to do same for itunes or can I keep itunes??😎

You don't have to create a new Apple ID. Delete your old backups from iCloud and iTunes and restore the phone to factory settings.

I'm not even sure what to that means? Do you mean you just have a lot of un-installed apps listed in your purchased apps In the App Store? If so, those are not clogging up anything - they aren't on your iPad at all and that list is just a list in Apple's web store service showing what you've purchased. You can hide apps if you use iTunes on your computer - Hide and unhide purchases in iTunes or iBooks on your Mac or PC - Apple Support if you si pky do t wish to see the full list all the time.
Note that if you do create a new Apple ID you will actually have to re-purchase all the apps you do have installed and use. Apps are permanently tied to the AppleID used to purchase them and cannot be transferred to another aAppleID.
