If you don't have another iOS device and you sync with iTunes, just sign into your Apple ID in Settings>iTunes and App Store>Apple ID. Enter your ID and sign in. You can sync with iTunes if you choose to do so. If you are using iCloud, make sure to sign into that as well in Settings>iCloud. You can sync contacts, calendars, Safari, Notes, turn on Photo Stream, etc.
You can also download past purchases from your account after you sign in. Here is how you do that.
