My iCloud Photo Library Have No Photos But It Shows 1.8gb

I am currently using iPhone 6s, 32gb, IOS 9.2.1. My iCloud Photo Library shows that my photos took up 1.8gb in iCloud even thought I have no photos.

Before I deleted the photos to check, I have 142 photos and 2 videos. On iTunes, it shows me that all the photos and videos took up only 538.8mb but in the iCloud Photo Library above, it shows me I have used up 2.3gb.

My issue here is, why is it that when I have no photos, the iCloud Photo Library takes up 1.8gb.
