I am trying to update my iPhone 4 to the 9.2.1 version … it downloaded but does nothing when i touch the install button

im trying to do the same but mine has the ios 7.1.2 i think
If your device is running 7.2.1, then it is an iPhone 4, and it is running the highest iOS it is able to run.
