    Life loops require an iPad with an A6 Chip or higher,  see this help page: Live Loops overview -

    Live Loops is available on iOS devices with an A6 chip or higher.

    I am not sure, but as far as I have seen, the iPad 2 comes with an A5 chip and not an A6 chip.

    This page (http://www.apple.com/ios/garageband/)  says in the footnote:

     

    1. Live Loops is available on iPhone 5 or later, iPad Pro, iPad Air or later, iPad (4th generation), and iPad mini 2 or later.

    I cannot use the life Loops either on my iPad 3
