I tried searching but could not find an appropriate response.
I have over $5000 in iTunes credits in my account but when I try to gift credit or apps to someone I am being prompted to provide a credit card number. Why can't I use the credit that's already in my account? I paid for it.

Because Apple doesn’t allow that, possibly to prevent money laundering.

Apple wasn't thinking about money laundering when I bought the credit, so why can't I gift something I have purchased?

iTunes Store policy to not allow you to regift store credit as stated in this article. It's under Learn More.
