Delete apps on iPhone 6 plus

I Have tried holding the app until it jiggles, never happens. I have even gone into the settings menu where you should be able to delete the applications. That doesn't work either. Does anyone have any other ideas short of wiping the phone completely clean and starting all over?

Check: Settings - General - Restrictions - Deleting Apps = ???

Do you have restrictions in place to keep you from deleting apps?
