This just started happening a short time ago. When I plug it in, the battery icon remains. I tried both cables I have, plugged it into a different location on the wall, and plugged in to my laptop. I also rebooted my iPad (pressing home and power buttons). Unfortunately, nothing has worked. There's no dust or debris stuck inside the charging port either. What are possible reasons why it stopped charging?

Try a reboot again press & hold power button & menu button until you see apple logo .
This can take 30 seconds .

I did that several times. It did charge overnight. However, this morning, I unplugged and plugged it back in and it again won't charge.
My iPad is out of warranty, so I assume I'm out of luck?
You may have a damaged / faulty charge port.
Apple would likely offer you an out of warranty exchange if this is the case.
Or if you don't mind forgoing any out of warranty options, find a reputable independent repairer to replace the charge port for you.
I went to an Apple store where a genius said the charge port is broken and recommended replacing my iPad for $300. In the meantime, I have been able to charge it by resetting it. Yesterday, it wouldn't charge at all no matter how many times I reset it. I found out today that it will still charge when it's fully turned off, though it takes longer than before.
Thanks for the update. To give you an idea, a charge port replacement at an independent should cost between $60 - $100 (depending on which currency we are talking about).
