I understand you are having issues renting or purchasing movies with your new Apple TV (4th generation). Since your profile shows Apple TV 2, I just want to confirm first of all which product you are asking about. Are you only having issues in the Movies section? Just trying to confirm if the issue is with your connection to the iTunes Store or the device itself.
If you are unable to access any service using the Apple TV 4, you can restore it back to factory settings. The resource below explains how:

Mar 14, 2016 9:47 PM in response to judysingsby down2it,I don't know about Dave McGrrr, but I am having the exact same problem and it is not with other services on my Apple TV 4. I can access and stream Netflix just fine. It is iTunes movies I cannot get. I am wondering if it has something to do with Family Sharing. This is something I have joined recently.

Mar 18, 2016 8:37 AM in response to judysingsby pixelpunisher,Same here. Noticed it last night when I tried to buy a season pass to a show. All other apps and services work fine. Just can't buy anything on iTunes. I have the latest appletv too.

If you reset your Apple TV and take the time to set everything back up it will work for a day or 2. The only work around other than the reset that I have been successful with is to turn off restrictions. After I make a purchase I turn restrictions back on to prevent my kids from going on a shopping spree. This is very annoying and I wish Apple would update things a little quicker to solve issues like this.

Mar 18, 2016 8:50 PM in response to judysingsby capaterson,This only works temporarily. After a couple of days it reverted back to working the same way as before the restore/reset. If you leave the restrictions off it works fine. As soon as restrictions are turned back on you just get a spinning pin wheel when you try to purchase.

Mar 18, 2016 9:04 PM in response to judysingsby pixelpunisher,No need to reset your appletv to factory settings. If your set up is anything like mine it will take too long to customize your app placement where it once was. My personal workaround is if you need to buy a season pass or a movie what I did was to initiate and complete the transaction on my iPad but don't download the series or movie on your pad. After you purchase it on your iPad go to your AppleTV and your purchase would be there ready to view. This tells me that the problem may lie on the Apple TV itself.
