I started using iCloud photo Library several months ago, optimize photos on my phone, yet Photos still uses 1.2 gb space

Optimization only occurs if/when the space is needed for something else on the phone.
Thanks but then why do I keep getting messages that I don't have any space on my phone. then it suggests I manage storage.
How many photos do you have on the phone? Is the 1.2GB approximately the same number as before you turned on Optimize iPhone Storage?
I have seen a couple of reports from people who say that they were able to trigger the optimization by turning off Settings > iCloud > iCloud Photo Library and then restarted the phone and then turned that setting back on.
I don't recall how much space they took up prior but I do have a lot of photos. I'll try this. Thanks.
