MY mom and I got new iPhones hers is asking for security questions mine is not why is that?

my mom just got an iPhone 6 Plus and I have an iPhone 6s I want to download a free app to her phone for her I have the same app on my phone that I want to get for her it is free. On her phone it is saying to set up security questions but mine has never done that even though I have downloaded multiple things on my phone and some of the same apps as my mom.
When a new Apple ID is created, Apple wants you to set up security questions for verification that you are who you say you are. It's just another means of identification. Perhaps you were able to bypass this when you created your Apple ID.
The thing is it is not a new Apple ID for her she has a iPod classic that she uses for audiobooks from audible and for music.
