two problems in my phone.
1: can't turned on wifi.
2: mobile data network service not working.
Can you tell me friend, what can I do with my phone?

iPhone 4S, iOS 9.2.1
Settings - General - Reset - Reset Network Settings (you will need to re enter wifi passwords)
Then restart your phone
Restart your iPhone, iPad, or iPod touch - Apple Support
If you can‘t connect to a cellular network or cellular data - Apple Support

I Already reseted network settings. But nothing helped.
Then
Back up to iTunes
Then restore as new
See if the problem resolves
