Keyboard shortcuts Services not working

So I'm trying to enter a key command in the "Services" section of the Keyboard Shortcuts. It just won't let me enter any text at all. I've looked through old posts and people have said that you just select the shortcut without clicking in the box and enter your desired keys but that is not working for me. I've tried this on several computers with no luck. There has to be something small that I'm missing. If someone has this working in El Capitan can you clarify this for me?

tl;dr: Try editing an existing shortcut first, then add a shortcut

I had the same problem trying to add a shortcut to a service (newly created with Automator) that didn't already have one. When I clicked the [add shortcut] button, instead of giving me a text box as expected, it would mystifyingly scroll the selected item out of view.

I tried it several times and was about to give up when I selected another item that did have a shortcut already and clicked on the shortcut keys. It gave me the expected entry box, and I clicked away to cancel. Then I clicked [add shortcut] again on my new item and it worked. I'm not sure that's what fixed it, but maybe if you try that it'll work for you.

I tried all those but then I just tried to modify an existing default shortcut. I was able to click into it and change it and then after that I was able to enter keystrokes in my new blank shortcut. So I am able to do it but it seems as if either the ability to enter a shortcut needs to be "woken up" or it's just a bug. Again, happening on an old Macbook Pro with El Capitan and a new Macbook Pro with El Capitan.
